MEPHIST. Per inoequalem motum respectu totius.
FAUSTUS. Well, I am answered. Now tell me, who made the world?
MEPHIST. I will not.
FAUSTUS. Sweet Mephistopheles, tell me.
MEPHIST. Move me not Faustus, I will not tell thee!
FAUSTUS. Villain, have I not bound thee to tell me anything?
MEPHIST. Ay, that is not against our kingdom, but this is! Think thou of hell, Faustus, for thou art damned.
FAUSTUS. Think, Faustus, upon God that made the world.
MEPHIST. Remember this! [Exit.] FAUSTUS. Ay, go, accursed spirit, back to ugly hell! 'Tis thou hast damned distressed Faustus' soul. Is it not too late?

Just as a side note: "Per inoequalem motum respectu totius" - "Through unequal motion with respect to the whole thing"

This is a good question, but instead of who is god, what is god? Why won't Mephistopheles tell Faustus? Why was it forbidden for Adam and Eve to eat the fruit from the tree knowledge? Could it be there is a place in our minds we should not go? Would the answer take us to a place that cannot go yet.
A demon like Mephistopheles cannot even say, does that mean that demons, the devil and god are in it together? Or are they one in the same and this is but a lesson to Faustus? Is god nothing more than the hindrance of what lies outside the scope? It looks like a fail safe in our minds to keep us from breaking out from what is comfortable.
The test I believe is to see how far will someone go to be free of this hindrance, to not be afraid of what is comfortable, to take a risk for the sake of knowledge.
Who is god, what is god, is it just us? Is it a illusion given to us to keep us comfortable? What happens when we try to rationalize things that our beyond our scope. What lies beyond the sky, well in older days it was said that was were Heaven was. What lies below the earth, hell, Why? Our minds try to rationalize things constantly and when the answer gets to a point the "higher power" button kicks on.
People get uncomfortable when this rationalization happens, hence why we turn to rituals and religion. We go with what we know and if we don't know it we turn to an answer that can give us the easiest solution.

For scientists Energy energy created the world, what is Energy?: can never be created or stored, always was and has been, is moving into form, through form and out of form For a Theologian God created the worl, what is God?: can never be created or stored, always was and has been, is moving into form, through form and out of form
Artists, Scientist, theologists we are all studying that Energy and how we can use it in everyday life. Good art pieces are channeling that energy, good scientifical laws, theories and devices are describing and try to use that energy, Theologians, trhough a different kind of practices are using that energy.
God never appears in the play! Why? Because he is in all of us, he is in Faust, LUcifer (the light bearer) but we judge ourselves and think that he is an old guy in the clouds judging us. He is just pure Energy, and connecting with that energy brings a feeling of harmony with the world, if we are disconnected with that energy we feel lonely, concealed, in Hell!
Spirituality might be used as a safety net by say: "I don t understnad this, so it's God" like for most of believers in America. However, Spirituality has it's laws, just like physics, and there is a system and a reproductability of certain results. That's why buddhist have been meditating during all these centuries. However, most religions, to manipulate us, use fear and hidde certain truths (the vatican is full of scriptures that are not published). Religions lower the depth of what spirituality really is in a way that it's impossible to converse using logic with their believers. A:"I feel God wants me to go to war in Iraq". B: "That's not possible, God is Love, he would never want you to do that!". A: "But I feel it, so you can't say I'm wrong!" B: "......"
